It is possible they wipe your record after you tun 18 or they may only retain your records for a certain number of years. Another possibility is that they have not digitized all of their records yet or never will. So there may still be a hardcopy of your pre 2001 info siting somewhere.
As for your license plate. I’m not going to spend much time trying to convince you it is illegal. It is completely obvious that it is illegal and you know that. But as long as you like it there, cops generally let it go and you are willing to pay the fine when a cop finally does ticket you, just leave it alone.

For anyone wondering about the law, here it is:

(b) Obscuring plate.–It is unlawful to display on any vehicle a
registration plate which:
(1) is so dirty as to prevent the reading of the number or letters
thereon at a reasonable distance;
(2) is obscured in any manner which inhibits the proper operation of
an automated red light enforcement system in place pursuant to section
3116 (relating to automated red light enforcement systems in first
class cities) or 3117 (relating to automated red light enforcement
systems in certain municipalities); or
(3) is otherwise illegible at a reasonable distance or is obscured in
any manner.

Section 3 obviously applies to Ed.
