It’s used in place of a tent. That one is the Army issue Modular Sleep System: http://en.wikipedia.org/wiki/Modular_Sleep_System.

When the Army switched to the pixellated camouflage pattern all the older style ones became surplus. It’s bulky and heavy by backpacking standards, but pretty cheap considering it replaces a tent and sleeping bag. I leave my air mattress in between the sleeping bag and bivvy sack, then roll it all up together. I got mine used but basically new a couple years ago for about $75 I think.
